The European Commission wants to make transport users pay for emissions, noise and other harm they cause as part of proposals laid down in a draft White Paper on Transport, and this has been reported by EuroActiv. The draft says One measure that should have helped in decoupling transport and GDP growth was believed to be the full internalisation of the external costs of transport. As long as external costs were not fully borne by transport users, the demand for transport was bound to be artificially high. Appropriate pricing and infrastructure policies that applied the “user pays” principle and the “polluter pays” principle would largely remove these inefficiencies over time.
LeanHaulage is thus not only political correct but will be so evan more when
the Commission will present its final draft. The report underlines the role of consumers and also purchasers of transport-services.
